Even if they don't ever connect, as long as they activated vacation mode, no they won't ever leave, not like it matters much since it's just 1 cell.

I thought that if a town hasnt been visited for 11 days it closed, or whatever it does. I read it somewhere bu cant remember where. |

I would say since there is still population there that might be an issue too, just make sure there are no survivors hanging around. That is what I do to make sure. |
