What should the % of Rainbow Road be prior to starting on the Comet Crash site? I'd like to know if I have to go back and find gems on previous islands.

Up to 100%. There are no gems Inside the Comet. Note, however, that Inside the Comet and The Comet Crashsite are different locations.

It means that there are 2 separate maps. One is the Comet Crashsite which is before you go inside the comet. The next map is Inside the Comet, which is where the final boss is.
