I had 225 of 227.
I think with me, one was the idol on Cradle of the North and there was another idol I did not activate, I think it was on the island with 3 idols and the skeletons, where you get training ground and shaman can use frost etc.
Maybe you did not activate other idols, assuming you have all the items.
