i searched it in the cerberos mountain but i didn't find plz help me!!!!!!

you need to have the weather tower on the correct setting to find it

I know i founded the Weather Sensor and i put into the tower and i changed the weather also

but i founded sun fog water seals except frost.  can u please send me the picture of the location of frost seal

Sounds like you're going to New Kyiv with too small an army/ too early on. You need to wait and level up your hero and build a bigger army to take. You won't be able to "beat" everywhere that you uncover on the map right away. So wait, build up, and do other locations, quests, puzzles and activities before trying NK again.
