I suggest a very high tech in info age that detects stealth attack at a small range, increasing with level.
I believe this should be hard to build, but it gives motivation for a way to defend agains stealth attacks like stealth fighters and bombers, special agents and submarines.
no need to be very ranged detection, and no need for it to detect espionnage, just a counter measure for attack so one can defend against.
