Town with no puzzle

This has not happened to me before. My 3rd town (Wiards Keep)  has nothing just a pagan circle an architect, nothing else. My 2nd town has candy puzzle, memory puzzle, picture puzzle and also one of those area with "gives X and we will join you" This town has nothing!!  This is only the 3rd city I have created so is not a Fred town.

Is this a bug or will this be a common situation? 

Same here, i.e. one town with only pagan and architect and no puzzle. But I hate puzzles and didn't think it was weird :D

Is it a town with a lot of water around it, like an island ? I think those reduce the amount of puzzles etc, and fertile land does the same in the middle.

It is not an Island. It is harbor, but I've had harbors before with puzzles inside. I'm not even talking about the 18 hr puzzles, there's nothing here!!
