How do I get the ability to build and repair buildings?

I dont think you need to build anything. You need to free the tribesmen that are captive and build bridges,but you will find the materials scattered around. Good Luck!!;)

Look around for wood planks and place them onthe missing parts of the bridges, this way you can go to the other connecting Islands.

Look for pine cones and for frozen tree (you will eed the thawing potion on it)Good Luck!
